What the client needed
Digital skills and technology are increasingly important for learning, employability and institutional efficiency. The World Bank, with support from the Mastercard Foundation, wanted to know how far Zambia's Technical Education, Vocational and Entrepreneurship Training (TEVET) institutions had integrated educational technology.
Policymakers and TEVETA needed evidence on readiness across three pillars, devices, connectivity and instructors, and on gaps between urban and rural training centres.
How M31 Research delivered
Working with Research Methods International, M31 Research surveyed a stratified random sample of 200 to 250 institutions. Institution leaders were interviewed by telephone (CATI) using SurveyCTO, and our team made in-person observation visits to an additional 10% of institutions.
Enumerators and supervisors were trained and tools piloted before fieldwork. Back-checks, spot checks and high-frequency checks, together with supervisory oversight, kept data quality high. Findings were analysed and shared at a stakeholder validation workshop.

What changed for the client
The project produced a comprehensive dataset on EdTech readiness across Zambia's TEVET sector, with insights into gaps, challenges and opportunities. Its recommendations support policy development and resource allocation for equitable and sustainable EdTech integration in technical and vocational training.
