Light Review of the Data Mentorship Programme in 14 Countries

 

The Data Mentorship Programme (DMP) is a regional initiative designed to build the capacity of government health personnel in data analysis and use, with the ultimate goal of supporting the elimination of vertical transmission of HIV, syphilis, and hepatitis B across sub-Saharan Africa.

Despite its successful implementation across 14 countries, UNAIDS needed clarity on whether the programme was effective, scalable, replicable, and sustainable enough to justify expansion into additional regions. They required an independent review to guide future investment and institutionalisation.

M31 Research conducted a light external review of the UNAIDS Data Mentorship Programme (DMP), commissioned by the UNAIDS Regional Support Team for Eastern and Southern Africa. The DMP, originally developed by IQVIA and the University of Zambia under the 2gether 4 SRHR initiative, is a regional capacity-building initiative to strengthen data analysis and use for the elimination of vertical transmission of HIV, syphilis, and hepatitis B. M31 Research applied a mixed qualitative methodology including a desk review and key informant interviews across 14 countries to assess the programme’s effectiveness, replicability, scalability, and sustainability.

As a result of M31’s expert advice, UNAIDS received a clear roadmap for strengthening and expanding the programme. The review provided recommendations on integrating the mentorship into national systems, improving cost-efficiency through digital delivery, scaling via academic institutions and regional bodies, and leveraging alumni networks to sustain impact. These insights have informed strategic planning for a fourth phase of the programme and guided UNAIDS’ engagement with governments and donors on long-term institutionalisation
