What the client needed
Insurance for Rural Resilience and Economic Development (INSURED) was a five-year technical assistance programme implemented by IFAD and financed by Sida. It promoted climate insurance as a tool within rural development and agricultural risk management, and built the capacity of local public and private partners, with careful attention to the inclusion of women.
To know whether the programme was increasing resilience and improving livelihoods for poor rural households, Busara needed reliable data on households' situation before and during implementation.
How M31 Research delivered
M31 Research ran the quantitative and qualitative data collection for the study. Using Computer-Assisted Telephone Interviews (CATI), our team surveyed 600 respondents with structured questionnaires covering climate insurance, agricultural risk management and household livelihoods.
We complemented the survey with 30 qualitative interviews to capture perspectives the numbers alone could not. Enumerators were trained before fieldwork, and monitoring and ethical safeguards were applied throughout to protect data quality and confidentiality.

What changed for the client
The study gave Busara and its partners a clear picture of the programme's context and stakeholders. The data served as a reference point for assessing progress and impact over time, and for guiding strategies to increase resilience, manage risk and improve livelihoods for poor rural households, with a particular focus on gender inclusion.
