M31 Research provided technical research support to the African Peer Review Mechanism (APRM) National Governing Council (NGC) of Zambia in the thematic area of Economic Governance and Management (EGM). Our role encompassed reviewing Zambia’s latest progress reports against APRM standards, the AU Agenda 2063, and the Sustainable Development Goals (SDGs). M31 Research conducted a thorough analysis of key national strategic documents, including the Eighth National Development Plan (NDP), Vision 2030, and the Industrialisation and Job Creation Strategy, to assess Zambia’s performance against key performance indicators (KPIs).
Stakeholder engagement formed a significant component of our work. The team identified and consulted stakeholders across government ministries, civil society organisations, private sector players, and cooperating partners. Using a customised EGM questionnaire, we collected primary data, conducted interviews, and validated findings through provincial workshops.
M31 Research also accompanied the NGC during validation meetings, ensuring neutrality while documenting observations and verifying key issues raised. The collected data underwent comparative analysis to identify trends, gaps, and areas for improvement in Zambia’s economic governance framework.
Finally, M31 Research drafted and updated the EGM report, ensuring it adhered to APRM's prescribed format. The report presented findings, conclusions, and actionable recommendations aligned with regional and international standards, contributing to Zambia’s Country Self-Assessment Report (CSAR). The work culminated in the development of a National Plan of Action aimed at addressing policy, institutional, and strategic deficiencies, positioning Zambia for improved governance outcomes.
