Endline Evaluation of Agriculture and Natural Resource Conservation Project

This evaluation was commissioned by WWF Zambia to provide an independent assessment of the project’s implementation, effectiveness, and overall outcomes after five years of activity. The BENGO III project formally, "Conservation of Natural Resources and Food Security through Strengthening and Consolidation of Sustainable Agriculture in the Zambian Component of KAZA TFCA". Conducted between November 2023 and March 2024, the evaluation focused on understanding how the project contributed to sustainable agricultural practices, food security, and natural resource conservation within Zambia's Sioma Ngwezi Game Management Area.

M31 Research applied a rigorous mixed-method evaluation approach, combining quantitative household surveys, qualitative key informant interviews (KIIs), and focus group discussions (FGDs) to gather comprehensive insights. The evaluation process was designed to ensure inclusivity, with targeted representation from vulnerable groups, including women, youth, and individuals with disabilities. Fieldwork was carried out across five Village Action Groups (VAGs), with data collected from farmers, CRB representatives, government officials, and project stakeholders. Ethical standards were upheld throughout, with informed consent and confidentiality prioritized.

The evaluation examined the project’s design, implementation, and outcomes against internationally recognized OECD-DAC criteria: Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability. By analyzing both qualitative and quantitative data, M31 Research provided an evidence-based understanding of the project's performance and its alignment with local needs, national policies, and global sustainability goals. The evaluation also identified key challenges encountered during implementation, offering practical recommendations to address them and ensure long-term sustainability.

Overall, the evaluation highlighted the significant strides made by the project in promoting sustainable agricultural practices, enhancing community resource management, and improving household food security. It also underscored areas requiring further attention, particularly in logistical planning, financial sustainability, and ongoing community engagement. Through this work, M31 Research delivered a comprehensive assessment that not only captured the successes and challenges of the BENGO III project but also provided actionable insights to inform future interventions. This evaluation reflects M31 Research's commitment to delivering high-quality, data-driven evaluations that support impactful decision-making in complex development projects.
